The Role
Oxfam International’s Africa Platform is looking for a Climate Justice Lead, will ensure the design and delivery of Oxfam in Africa strategy on this pillar ensuring that it connects with various advocacy and campaign efforts across the continent but also contributes to Oxfam’s Global campaign objectives. The job holder will guarantee the connectedness (synergy) of all our work, the link and RRR frame (Rights, resilience and response), as well as with the Gender Justice, Economic Justice and Accountable Governance pillars. This role will be leading the team to an integrated approach where the policy and advocacy members take information from the work on the ground from partners and Oxfam. The field team compiles and shares information and experiences with the campaigns and advocacy as well as the communications team.
Key responsibilities
Leadership and Management
- Ensure that targets and strategic objectives set out in Oxfam in Africa and all other existing frameworks are met based on established work plans and objectives.
- Under the direction of the Head of Programs, facilitate high level of collaboration between the Thematic and the AU Team, Oxfam affiliates and country teams on critical and targeted programmatic and influencing actions.
- As delegated by the AU Office Representation, may represent, and speak for Oxfam on policy positions signed off by the Program and Influencing Director.
- Participate in Oxfam International advocacy and campaigns teams as appropriate.
Program Development and Fundraising
- Provides strategic and operational management, coordination, supports engagement and ensures connectedness to Oxfam’s worldwide campaign on inequality, and others.
- Responsible to extend appropriate support in resource mobilization in 3 main areas: i) donor engagement, ii) proposal development and iii) donor/grant compliance including quality project delivery & reporting.
- Support & sometime lead engagement with donors for identifying and creating opportunities for the delivery of the Climate Justice theme as well as any linkages for other thematic areas within the pillar such as food security.
- Support program staff and leadership to review assessment and activity reports to ensure Climate Justice issues are reflected in OiA work.
- Support the Thematic Leads and other colleagues by participating in, or organizing conferences, meetings, and workshops.
- Share relevant information and tools such as briefing papers, AU reports, internal documents and reports with programme teams.
People and Resource Management
- Support country and Africa Platform leadership team with key players and donors on the specific thematic on this pillar. Including climate financing, just energy transition and climate adaptation
- Ensure quality inclusion of these issues in all proposals, identifying how to build evidence of change for shared learning.
- Provide on-going mentoring to these thematic positions in countries.
- Support capacity development processes including identifying capacity-building needs and providing training to staff, key stakeholders and partners, as necessary.
Partnership Development and Management
- Develop a comprehensive understanding of Oxfam in Africa’s partnership approach to programme implementation.
- Lead the identification, assessment and relationship building of a diverse portfolio of partners for the effective implementation of the CJ theme.
Public Policy and Advocacy
- Forge strong relationship withclimate justice and natural resources departments of subregional institutions in support of Oxfam In Africa economic justice work and initiatives
- Works with the Climate Justice Advocacy Advisor and the Media and Communications team to develop policy briefing papers, media briefs and opinion pieces for external use
Supports coalitions and alliances on climate justice campaigns targeting governments and institutions at various levels.
We’re looking for a person with
ESSENTIAL
- Education (Masters degree) preferably in Natural Resources Management, Bachelor of Science or climate science field with a focus on Climate justice.
- Proven experience in working at continental or multi-country level on climate justice issues
- At least 7 year’s experience in program strategy development and management at national and regional levels.
- Experience and skills in project management and research, working effectively with policy makers, government, donors and civil society.
- Fluency working communication (written and oral) in English and other languages particularly French is highly desirable.
- Ability and willingness to travel extensively to remote and conflicting affected areas sometimes for prolonged periods.
- Good understanding of African and International policy context on gender justice and women’s rights
- Experience working with communities and knowledge of Africa, especially the governments and political systems.
- Experience in managing a team, including recruitment, performance management.
- Strong soft and hard people and project management skills, with experience working in diverse alliances.
- Strong interpersonal skills that include experience with mediation and consensus building
- Good organizational skills including accuracy, consistency, attention to detail, tenacity, and the ability to work under pressure.
- Ability to lead projects in a clear and constructive way that inspires people to deliver.
- Ability to Manage budgets and processes for results and impact.
- Ability to work independently and with multi-cultural and virtual teams.
- Ability to liaise with a wide range of people, both internally and externally and at many levels, with credibility, tact, and diplomacy.
