Job Purpose

Support transactional financial management, logistics administration, travel and itinerary, visitor support.

Key Responsibilities and Accountabilities

Finance

  • Reviews payment vouchers to ensure that correct budget codes are charged and also approvals have been made with appropriate delegated authority
  • Generate finance reports
  • Reviews and maintains financial management and internal controls systems to maintain the financial integrity of Oxfam
  • Ensures compliance with established Oxfam corporate policies as laid down in the financial policies and procedures management

Meetings and Travel

  • Manage preparation and logistics surrounding Events and Meetings.
  • To ensure all visitors to and from the Programme/country are supported appropriately and work permits/visas are obtained as required
  • Responsible in the interim for all flight bookings for national and international travel and to make accommodation arrangements for visiting national and international staff members including other Oxfam visitors

IT

  • Provide technical assistance on email, internet and all software packages and to distribute training materials available on all corporate systems
  • Provide Technical Support on system and data analysis on major business processes
  • To support in management information collection/dissemination

General office maintenance

  • Manage the office equipment including fax/telephone, copiers and binders and to ensure these are in working order and resolving these or obtaining specialist servicemen to do this

Stock control, asset management and procurement

  • Oversee the use of office stores and monitor monthly consumption
  • Requisition of stationery and office supplies.
  • Ensure that the proper administrative procedures and standards for order follow-up, ordering, stock keeping and dispatch are followed.
  • Keep a proper record of expenditures, receipts, requisitions, purchase order forms, waybills, and all other documents
  • Manage procurement of items based on authorised requisitions, in line with Oxfam procedures and  donor requirements
  • Ensuring that all assets are assigned asset numbers and that the asset register is kept up to date

Technical Skills, Experience & Knowledge

  • Experienced working in a multi-cultural environment.
  • Knowledge and experience of procurement systems
  • Knowledge and experience of elementary accountancy
  • High level of competence in development and maintenance of office and equipment and computerised systems.
  • Effective liaison experience with external organisations.
  • Initiative to take on responsibility and work with minimal supervision.
  • An ability to work to deadlines.
  • Effective communication skills, fluency for French and English.
  • Sensitivity to gender and diversity issues in work practices.
  • Good interpersonal skills and ability to work as member of a team.
  • Organisational awareness and understanding of the significance of information technology for management decisions

Education:

  • Master’s degree or equivalent in business administration, accounting, finance or related field or equivalent relevant work experience.
